Original Commissioners: F.H. Harbin, Ross Smith, and O.B. Rutherford

Almost 50 years ago, a small utility district was formed to provide services to the few customers in rural North Knox County. Fifty years and tens of thousands of customers later, Hallsdale-Powell Utility District finds itself as the third largest utility district in Tennessee, providing utilities in North Knox County, Anderson County and Union County. Many of the changes that have taken place at Hallsdale-Powell through the years have occurred just since the turn of the century in 2000.

As North Knox County has continued to grow, Hallsdale-Powell has had to grow to meet its customers’ needs. The utility district has solidified its management team, improved its customer service, expanded its operations and become an active corporate citizen.  At the same time, it continues to provide outstanding service to its customers, with the goal of improving that service every day.
