Biographical Sketches
DARREN CARDWELL, President and Chief Executive Officer-
Darren Cardwell is the President and Chief Executive Officer. He holds a Bachelor of Science in Civil Engineering and is a licensed Professional Engineer. He responsible for maintaining all the functions of the District which include personnel, accounting, construction, customer service, engineering, treatment plant and collection system operations and maintenance.
His strength on the resource team is centered around years of experience in utility operations.
FRANK COFFEY, Systems Electrician-
Frank Coffey is the Districts Systems Electrician. He holds an Associates Degree in Electronics and four year apprenticeship in Industrial Maintenance. Most recently, he has been employed in several industrial roles at Denso Manufacturing, Atlantic Research Corporation, and Ceramaspeed. Coffey is a skilled radio operator and holds an FCC Extra Class Amateur Radio License which he uses in unique role for disaster relief communication. He has 10 years experience in PC networking.
He contributes a wealth of knowledge in the field of electronics technology to the resource team.
TODD DYKES, Water Quality Supervisor-
Todd holds a Bachelor of Science degree in Microbiology and oversees the water quality monitoring program, distribution flushing program and manages the water microbiology laboratory for the District’s four water treatment facilities.
His focus on the resource team is around water quality sampling and proper laboratory procedure.
NICK JACKSON, Manager Plant Operations and Maintenance-
Nick Jackson oversees the Districts water and wastewater plant operations. He holds both a bachelor’s and master’s degree in civil engineering and is a licensed professional engineer. He came to the District after working as a plant manger for Knoxville Utilities Board for approximately seven years.
His contribution to the team includes managerial experience encompassing treatment processes, operations, and maintenance.
DARRELL RALEY, Inspection Services Coordinator –
Darrell holds a Bachelor of Science Degree in Forestry and Wildlife Management. Prior to working at HPUD, he worked for the National Park Service. His employment at HPUD since January 2003 has included working in the construction and mapping departments. In his current role, he coordinates all inspection services with the focus in the collection system.
He adds to the resource team in the area involved wildlife, forestry, and fisheries management.
JOY PHILLIPS, Director of Environmental Services-
Joy serves as Director of Environmental Services with a emphasis on regulatory compliance. She holds a Bachelor of Science in Plant and Soil Science and a Master of Public Health with a concentration in Occupational and Environmental Health and Safety. She most recently worked 10 years for the Knoxville Utilities Board in the Technical Services Department where she focused on environmental health and safety. Previously she worked 10 years specializing in utility operations, project management, and business development.
She adds to the resource team valuable skills such as environmental resource management and public health and safety.
JAMES SMITH, Chief Financial Officer-
James is a Certified Public Accountant with more than five years experience in principles of utility accounting, auditing and managing a utility loan portfolio. In his job with the State of Tennessee, he managed a large staff of accountants, financial analysts and other professionals. Smith received his Bachelor’s of Business Administration degree from Middle Tennessee State University. In his position with HPUD he manages the District’s finance, accounting, purchasing and storeroom activities.
His focus on the resource team involves consumer awareness education, financial planning, and personal finance.
