Board of Commissioners

The Board of Commissioners meet at the office of Hallsdale Powell Utility located at 3745 Cunningham Road, Knoxville, Tennessee 37918 once a month, typically on the second Monday of each month at 1:30 p.m. unless otherwise noted. HPUD Board meetings are open to the public.

Chairman
Kevin Julian

Kevin Julian serves as the Chairman of the Board. The different perspective that he brings to the Board has proven to be very helpful in guiding the District to meet all its unique challenges. He is the longest serving current member of the Board of Commissioners and was elected Chair by his fellow Commissioners.

Kevin truly understands and loves the area, having lived here since childhood.

Kevin teaches at Webb School of Knoxville where he is an Assistant Football Coach.

Secretary
Todd Cook

Todd Cook has vowed to be a voice for the ratepayers. From his very first meeting he made it clear he would fight for changes if he thought they were needed.

Todd has devoted his career to public service. He serves as Director of Pretrial Release for the Knox County Sheriff’s Department and is the former President of the Halls Community Park.

Kelly Barger

Kelly Barger is HPUD’s newest commissioner. As a lifelong resident and business owner in this District, she has a vested interest in its future growth and development. “HPUD’s water supply, physical assets, and wastewater capacity is paramount in establishing and maintaining the foundation for sustainable growth”, stated Mrs. Barger in a recent interview.

Kelly was appointed by Governor Bill Haslam to the State Board of Cosmetology and Barber Examiners. While serving on this regulatory board from 2012-17, she served as Vice-Chair and represented over 90,000 licensed cosmetologists and barbers, and 80+Cosmetology and Barber Schools from the state of Tennessee.

Kelly has established and managed several businesses in our District including Studio Salon Group. Her experience will be a valuable asset to HPUD’s Board of Commissioners.
